Your
main hand attacks
have a 16% chance to grant you an attack that deals damage
equal to 100% of a main hand attack
. Each point of Mastery increases the chance by an additional 2.00%.
Nothing about off-hand, seeing as it's been changed when 4.0.6 hit.
Blizzard also said they wanted rogues to use a fast off-hand, and was one of the reasons why they made the change.

If they wanted rogues to use fast offhands, then why did they remove all 1.4-1.8 speed axes, maces, swords from cata?
There are daggers for that.

at least hunters can use daggers
And we have main hand for custom itemization anyway

Combat Potency is fine
Your opinion is that they keep these weapons that one spec gets usage out of.
Blizzard disagrees, with a rather obvious reason in mind.

Apart from combat potency, you still have to use deadly poison. Which has a fixed % to proc so more attacks = more poison procs. And you definitely want that.
