Why not use the easy one:
#showtooltip
/petattack
/cast Scourge Strike
Works for Hunters and Warlocks, too.
The behavior the OP describes is still very strange. A pet on defensive should not ever pull new groups. Can anyone confirm the ghouls strange behavior when on defensive? And why does he act like that?

Because that's not optimal DPS. We macro Claw to force the AI to use Claw more since its usage of Claw is horrible and inefficient; it tries to pool focus so it can Claw AND Gnaw back to back. /petattack will leave Claw up to the AI to cast which is a net loss.
This can cause the problem the OP described, mainly because he likely tab-targets to a new group or the Ghoul is still in combat when the last mob dies, then chooses a new target. Let me be clear: the pet aggroing new groups is the player's fault. Don't tab-target new groups in combat and spam the Claw macro; your pet will run to that group and try to cast Claw at that target, even if it's on Passive.
On the other hand, using the above macro with the nodead clause solves this issue for the most part.
