Off the top of my head, Iceblock and Blink are two of our most immediately handy abilities.
Using Iceblock will leave you down a defensive cooldown and allow him to restealth if left unattended, but will completely negate his entire Cloak duration.
Using Blink will leave you susceptible to Cheap shot and Kidney shot should they have Shadow step or Sprint ready.
For frost mages: Mitigating the damage with Ice Barrier and Mana shield may become important if they feel the need to preserve the above cooldowns. If cold snap available, they can always cold snap iceblock, giving them another one sooner than their cloak can reset.
For arcane mages: the most reliable method would most likely be to just blink. As they get a 3 second sprint afterwards, and if thats still not enough time, instant invisibility is available if not dot'd.
For fire mages: Using molten shields will proc blazing speed and give you a sprint away.
Always plan ahead, if the rogue is using cloak aggressively then he won't have it available to defend himself. A successful dot after a cloak rogue will ensure combat state and non-stealth shenanigans.
P.S. not sure if the Tailoring nets still work, but those have always been a nice counter to CoS since TBC.

To be honest, at the minute you're going to struggle with Rogues. They can do a lot of damage in a short amount of time that you can't negate thanks to a Garrote silence, a SS when you blink and a reset when you IB, combined with CoS. This changes later of course, and at end game, but for now don't fret. Catch them out of stealth and /lol when you pet freeze > FB > IL them and they die.

With frost the talent for invis is out of my reach. And as I said, I'm only 73 atm. Will the 3 sec "cast" time be viable option?
Of course it is, that's 3 seconds where he either dumps energy on a bleed, stun, or FoKs you out (but he doesn't have FoK yet at 73, so basically it's a free ticket for you to stalk him until CloS ends.
If you get an invis off, you have a lot of options now. You can start playing offensively, via shatter combo into a DF etc. or you can sheep the rogue out of invis and then evocate or bandage back all of the HP you lost (if any).
If he stuns you, blink obviously. If he's dancing and dumps a garrote on top of being CloS'd your only option is to IB. From these points is where you start kiting the crap out of him. The trick to sstep is to turn 180 degrees immediately after a blink and casting CoC.

Cast Ice Barrier + Mana Shield + Ice Armor.
Mount up and run around in circles.
If he cheap shots, blink and hope he doesn't sprint up to you.
If he garrotes, run it off with a mount.
