[Prot] Mastery & Attack Table questions

Okay, sorry for the post but I'm having a little trouble wrapping my head around my mastery as a prot paladin.

Yes, I know he's not gem'd and enchanted to the hilt, but recently got gear and I'm wanting to do the proper research before doing such things. (even though I did easily tank

I've looked at the
Cap Compendium
and
Prot Paladin Guide - Cataclysm 4.0.6
, but I'm still feeling a little lost on the mechanic and display of mastery.
If you look at my armory, you'll see I have
11.48
Mastery, so if I multiply that by the
2.25%
per point, I'd get
25.83
block. I'd then add the base
18%
, to get a total of
43.83%
. However my block is showing up to be
30.82%
.
Anyone know how this working and care to show me how I'm doing this wrong? I'd like to understand this operation so I can further work on becoming "unhittable"
The other thing is how imporant is hit/exp capping? I head not so much for druid/DK but for Paladin tanks its much more important...

In lieu of numbers, allow me to point you to a few other little things that will help you out:
Rep purples!
Get
this Ring
and reforge the haste out, its a perfectly cromulent ring for us (remember that while 25% of strength is converted into Parry, we get 40% of our Agility converted into Dodge, so technically agility is a better survivability stat for us, enough to offset the itemization for the 60% of the haste you are stuck with.
Its much better than a 346 tanking-dedicated ring.
Also get
this Belt
and reforge the crit out of it (see what I did there?) Both the ring and the belt have big 359 itemization levels of Mastery and the same Stamina as a tank belt, so you are set until something drops for you.
Two big boosts to your tank stats (and that pesky iLvl stat) and both are significant upgrades over your current load out.
/and both were EJ approved!

I was a fool and logged as my OS ret, so the link in the OP to the armory isn't going to display my current upgrades. When I get home from work, will fix the issue.
It is an alt so rep farming is taking a while but almost finished. As I am now, I'm tanking Magmaw, Omitron, Maloriak adds, just fine (no kills due to people standing in fire/pushing enrage fails of dps).
I'm sitting at (recalled from memory...)

12.71% Parry
50.03% Block
79.78% Total
(101.24% with
Porcelain Crab
proc)
Had a recent discussion in guild, and someone claimed that its not advisable to work towards "Unhittable" and to gem stam instead because current gear levels make it impractical.

Truth? No, false.
Firstly, your avoidance is wrong, as you forgot the inherent 5% miss chance, putting you at an actual 79% avoidance. Avoidance is king right now, and I would advise against gemming stamina, mostly. It's my personal preference to start changing out pure Mastery gems with Mastery/Stam gems after I've hit the 55% block mark, but that's just my preference. Either way, I'd advise against gemming straight stamina.
