Just a couple of questions
1. What is the spell hit cap for PvP?
- Back in Wrath there used to be talents which could lower the chance to be hit by spells so i'm guessing there is a soft cap and a hard cap.
- Something tells me it is likely to be 5% but i'm not sure
2. What is the spell penetration cap?
- Much more sure that this has hard and soft caps, due primarily to mage armour
- Soft cap = 180 ?
- Hard cap = 225 ? (mage armour + resistance aura/MotW)
3. How do racials effect the above?

You only need 4% hit to be soft capped in PvP. More won't really do you any good.
The soft cap for spell penetration has two answers. At minimum you'll want around 200 (195 from paladin auras, shaman totems and/or priest buffs). At maximum you'll want 240 (mage armor plus the aforementioned). You're good after 200 but the extra 40 is easy enough to obtain it's not worth skipping out on (cloak + one gem).
There is no hard cap to either of those stats, by the way. A hard cap is where you can't stack any more of the stat. But you can stack both of them however much you want. They just have soft caps: a point where any more is wasted, but still eligible to be stacked.

i think i remember seeing somewhere that those miss talents can't be beaten with hit rating. Like i think paladins have one. Holy tree. Or they did.
