Basically...
A Healer's role in Arenas is to support his DPS, ensuring he does not die and is free to do his thing. The steps for doing so are (Quite intuitivelly):
1 - Stay Alive.
2 - Remove Crowd Controls, both yours and your opponent's. Heal partner.
2.5 - create room for 3.
3 - if 1 and 2 are assured, DPS your target ensuring:
a) should it be to pressure your opponent, but not 100% sure of a kill, ensure your mana won't be endangered in the long run
b) should your oppenent be very likelly to die, open with class specific highest damage rotation
4 - Prevent the enemies from staying too much in contact with you, namelly through Line of Sight.
1, you imagine what should be done. Heal, and use pillars to your advantage, as well as kiting through Earthbind and Frost Shock.
2, cleanse is tremendously powerful. Use it without endangering mana, but often and on stuff that prevents your partner's dps, like slows on a melee, or crowd controls asap. I suggest a macro for
/Cast Cleanse (I don't recall the name of the shaman dispel) to provide you quick dispels on your partner without losing your target. And you now the drill. Prefer instants if an interrupter is around.
2.5 basically means you'll want to Hex a healer when his dps is low, as you suggest, or the opposite - hex DPS if healer low. You'll want to cast a crucial Wind Shear on a crucial Heal about to land. You'll want to frost shock a target about to eat a gigantic burst to prevent his escape. Create room to get targets down.
3, as you imagine, is ensuring your target dies. If he's still moving and your partner has few slows, consider Frost Shock above Flame for burst - your partner does more damage than you. Remember that cleansing him=more dps if his time on target increases. Interrupt heals. Ground possible incoming OHCRAP CCs the enemy might throw.
to ensure 1,2 and 3, 4 is a nice skill to have. Even if at 70% mana, if you find dead time, DRINK. Arena's about predictions. You'll have no idea when your mana will be pressured, so ensure your mana is ready should it be needed.
Those outlines, mind them, are very general and not really class specific (I'm a priest. Not much into deep shaman gameplay for tips and tricks.) But should give you an idea before dwelling into deeper guides.

Set up focus macros, mainly Wind Shear. Pick your Shocks, sometimes shocking a CC/Damage spell puts out far more pressure than shocking a heal.
Use Purge sparingly, after it's recent nerf it very taxing on your mana and most other healers have tons of dispel coverage. Personally I just try to clean buffs at the start while everyone is still trying to position and then never use it much during the match (aside from BoP and even then...).
Ground major casts that you can't shock due to distance or CD. Poly, Hex, Frostbolt, Mana Burn and Fear would be at the top of the list.
Always watch enemy team positioning and key events that lead to CC chains.
-Priest moving to you = He's coming to Fear you.
-Druid Bearing up = He's going to bash>Cyclone you.
-Paladin moving to you = HoJ/Rebuke incoming.
You'll learn more as you get more experience under your belt.
Get Spell Hit capped (4%), missing a Shock or Hex can cause a loss, don't allow it to happen.
Spell Pen is also beneficial, running with about 70-100~ can completely take care of base resistances or if you can't clear resistance buffs like Kings/MoTW help reduce the chance of a shock/hex getting resisted.
Keybind everything if you haven't already.
Learn to Juke (Fake Cast)
Don't Click.
Don't Keyboard Turn or Back Peddle (A/D/S keys = No.)
Random Tips
-Mind Freeze is a spell, so you can ground it.
-You can Unleash Elements while Silenced
-You can drop Totems while Silenced/Hexed
- Bad players with pets usually leave them on aggressive, swap to Rock Biter to taunt the pet onto you so you can water shield tank it for mana.
2's isn't balanced, some comps will just wreck you and there isn't much you can do about it, so don't rage at your partner and make sure he's aware of it too.
