Arms Warriors are built on Strength. That is your primary stat. You need to be capped on Hit (@8%) and Expertise (@ 26). After that it's about balancing your Crit and Mastery as you go up. I personally have been favoring Mastery, but the common wisdom of the day is Balance the two stats as you can. Haste is our Reforge fodder.
Weapon damage is important to your Rage generation. To little and you are reliant on your Crits to fill your rage bar. Too much... well that's never a problem. I don't find that Arms is as dependent on Crits as Fury is. We can keep the bar filled enough to work with a moderate amount of crit.
We now have a hybrid of Rotation and Priority List. We need to keep Rend, and MS up for their procs., and CS is used on every opportunity (unless the De-buff is up). OP procs are a lot more predictable now so it's less of a Whack-a-mole like. There have been some changes to the best priority list but it roughly works out to: MS > OP > Slam, with HS used in moments of high amounts rage (75 or better).

which is more important between equipment with Strength and whatever else comes with it, and equipment with Crit Rating? Since most abilities seem to be dependent on this weapon damage.
you won't normally get to choose between strength and some secondary stat. strength is best, but it's a primary stat that mostly follows the item level of your gear. the only place you really have a choice is with gemming, and you will definitely try to maximize your strength there.

crit does
not
help with rage generation, but yes, the arms tree is very happy about crit, especially it's interaction with overpower. here what i'm doing as far as gearing strategy for arms; it's it's been pretty successful so far.
gemming rules:
is the socket bonus haste? if yes, fill sockets with 40 str gems, regardless of color.
otherwise, use 40 str for red, 20 str / 20 crit for yellow, and 20 str / 20 hit for blue.
do not gem for expertise since it takes the place of strength - use reforging
do not use +40 hit gems since it takes away from strength - use reforging
stat priorities:
strength > hit cap > expertise cap >= crit to soft-cap > crit after soft cap = mastery >>>> haste
although normally strength is equal for equal level items, that is not always the case, so be sure to compare strength first.
i do still believe in being expertise capped as arms, but it is less of a dps-loss for arms than fury to be under the cap.
since the soft-cap for crit is not realistic for most people gearing up in 359's, crit is still better than mastery, imo.
reforging:
reforge to get your hit cap first
reforge to get your expertise cap second
reforge to maximize crit third
reforge away from ALL haste possible
you can use rawr online to tweak your reforging before you spend the gold in-game
weapon choice:
dps > speed >>> stats
many attacks are based on weapon damage, so the white dps number is top priority. the only exceptions to this would be a ridiculously fast weapon that ended up having a lower average damage number, like a staff.
when comparing weapons of equal dps, slow weapons have higher average damage, and so are better
weapon damage and speed are much more important than the stats you get on a weapon, so never choose your weapon based on its stats.

Haste is the only stat for a arms warrior to improve rage generation aside from built in talent as blood frenzy, but its still at the bottom of the barrel of secondary stat for dps since it does so little when comparing what you would give up for it.
weapon damage is something we cannot "fix", secondary stats can be reforged, and they should mainly come from the rest of your gear to begin with.
