I'd say the core talents for being a capable tank in heroic 5 mans would be:
Thick Hideand
Pulverize (which requires
to get).
If you were to make a feral DPS build, and include at least those, you should be fine. If you manage to have a few points left over,
would be a good spot to put them. By everything I can tell, if you have the talents above, and a gearset loaded out for Feral DPS, you can be a capable heroic tank. Instead of being 100% tank and 80% dps, or 100% dps and 60% tank, you can pull up 95% tank and 95% dps. I'd also stick with DPS glyphs, too, since if you have a DPS gear setup, you'll have ample agility for threat gen (which is what the bear glyphs provide ), and then do that much better as a kitten.
If you're not planning on raiding, you can ALMOST tank in a 100% dps build and gear. Taking some of the core tanking talents allows you to absolutely do it. You may need to exercise a little more CC than a pure tank, but hey, if it gets you a single build that lets you do two things you want, more power to you. Personally, I went with 2 seperate feral builds, but that's because I have 2 druids.

Yeah I was going to suggest reforging poor stats to Mastery. Great for cats, good for bears.
Then Red socket or Prismatic slots gem Agi.
Yellow gem Agi or if good bonus Agi+ Mastery
Blue gem Agi or if good bonus Agi + STAM.
I say stam as +hit isn't that useful, compared to the 30 stam which is good for bears, and tiny bit helpful for surviving as a cat, which sorta has relevance in heroics.

THIS Spec, let me explain the changes.
No predatory Strikes or Stampede. You lose fury swipes, threat as a tank isn't that big a thing. The loss is that basically it has reduced the usefulness of your (cat) Ravage to zilch. As it's only used 3 times a boss fight at absolute most (as well as another skill to master) I figured it was an acceptable DPS loss to gain 3/3 perseverance. This 6% magic damage reduction is pretty important for tanking imho, and helps cat with all the magic aoe in heroics.
I then took 2 points out of Nurturing Instincts, as its healing benefit is kitty only.
1 point into Endless carnage, this just makes keeping pulverize up a much smoother process, and means you can have 9% crit for longer during berserk mangle spam :)
The final point is in Primal madness, 10 extra energy form Tiger's fury is I feel a helpful kitty thing. Also comes into play for berserk.

EDIT: Wanted to mention meta gem/head enchant. They don't really converge, other than the agi ones being ok-ish for bear. Ideally if you could get 2 helms, that'd be a great thing.
