Sounds like an interesting fight. Especially the whole "swimming in a raid" thing.
Edit: I'd also like to see phase 4 with a full room, personally. Your limit? How long you can breathe. Also, no unlimited-breathing buffs allowed. :D

Tentacles will sprout from his body, seize the whole raid, and pin them to the ground. Everyone must dps their tentacles down to be freed.
Think of the healers!
All seriousness, wouldn't work, as the healers wouldn't be able to do it, and if they were able, the dps would have it too easy.
Making it something like
Tentacles grip the people who have done over X amount of damage, and 2 (4 on 25 man) elite adds spawn, that tanks must control until DPS are free
would work

I very much like this, you've got some pretty interesting ideas! If i may, i'd like to introduce a few ideas/changes of my own;
Have the Circle of Light be dependant on the players positions. In a 10-main raid, if 8 players are standing at one position, the circle of light would be on them. This would force the raid to move together, rewarding good communication.
Change the "Outside the Light for 2 seconds and it's bad" to 5-8 seconds (something like that) and 3-4 seconds in heroic(assuming there will be a normal and heroic mode*)
For heroic (*), throw around random fears and slows. I'm sure a raid-wide warning could be implemented (perhaps removing the need for DBM or similiar addons) thats tells when a player is slowed. If a player ís feared they raid would have to move with the player to make sure they don't go outside the circle of Light.
Some of these things propably wouldn't work (because i went more out of line, i think, than you did) but consider them or turn them down, either way this is brilliant :p
