Your stat priority should be something more like (not completely sure on on the weighting between hit/crit):
26 expertise = 8% hit (including precision)>strength>hit>crit>mastery>haste
Its 8% hit --> 26exp ---> str --> 10% hit ---> crit/mastery ---> haste ---> hit beyond 10%
With the change to both mastery and HS dmg, we're back to purely using HS as a rage dump and therfor dont need to shot for hit cap anymore.
why would you prioritize haste over hit beyond 10%?
We get enough haste as it is from talents, and crit is still above mastery.
its 8% hit>26 expertise>str>hit untill you can get a normal rotation, around 9-11% depending on crit>crit>mastery>more hit>>>>>everything else in the game>>>>haste.
The reason you prioritize crit over mastery is because of flurry and deep wounds which both rely on crit.

Ej's BiS low hit build (TG), only if you're fully Cataclysmically Epic, if you're at that Cataclymically Superior stage, a little more HIT (12%) would probably server you better... (personnal Experience)
Ej's low hit build (TG) 10.75% HIT because there ain't anymore HIT that he could reforge off...
with the coming 4.1 patch, our stat weights would be HIT 8%, Expertise 26, Crit > Mastery > a little more HIT > Haste... And probably Gemming All STR Gems would serve us Better.
and ive had several people make the comment that, when i tank, a goblin tank is pretty badass
try goblin "female" tank... somewhat noisy full of emote goblin female... =)
