I remember early talent designs for holy priests before cata and before the 31 talent point system included talents to make holy priest a viable dps at the expense of their healing, so it's safe to say that it was considered at the very least. But then again blizz tends to experiment with every idea under the sun *cough* spacegoat*cough*. Eh, I guess it shows they're really trying I suppose.
I just think blizz just has bad experiences one spec doing multiple jobs. They took a long time to make bears and cats as effective as they are today, and DK were dropped down to the standered of all the other specs excluding feral.
Could blizz make disc or holy a into a dps spec? I think it's well within their capabilities. I just think they don't want to try because it seems like an enoremas amount of work for something that isn't that high of a priority.

I dunno, I think trying to make one spec do two things and you're going to get a spec that can't do either at all.
Well the feral spec can do two things, not at the same time but the spec in esseance can be used for two different roles.
If blizzard were to make a healing spec capable of dpsing, speccing to do both at the same time, should be sub optimal if designed correctly.
It's still pretty hard to pull it off in this way too. The feral tree took a long time to be usefull for both roles.

Discipline spec does okay with DPS. It's still a healing spec. You are still going to be doing a lot of PW:Shield, Heal, Flash Heal (if it's an emergency), Penance (if it's *really* an emergency), and the like. Atonement and Evangelism will most likely mean you will spam Smite, and due to Holy Fire's long cast time, it's unlikely you'll be using it outside of solo leveling/grinding. And if you're in a group, don't use Penance as a damage spell. It heals for much more than it hurts.
But then again. my priest is only level 25, so I'm most likely missing a lot of key points.

Coming from a PvP Priest... Discipline is exactly what you're saying. The 3v3 arena team of Priest Mage Rogue was often considered a "2.5 DPS comp" due to the sheer damage output of a Disc Priest. I can't think of anything closer to a DPS healer hybrid, and Attonement is even including Holy Fire in the next patch!
Might I add that the so called Holy damage viability was
from a point that content was severelly outgeared.
The DPS-smite builds were utterly rejected during Patch 3.0.x, because it's biggest weakness to make it viable - Mana Usage - was at it's most severe point. Going from a top-tier to an entry raid is bound to make the spec a lot weaker, but I actually expect it to resurface close to Cataclysm's third or last tier, if not right on the second, depending on how it scales.
My point is, the illusion of Holy dps viablity isn't from today.
It's always been this way.
There are only points where you can brute force a spec with gear, but certainly not at the very first tier of raiding.
What you call "Holy niche DPS", I call overgearing the conted so badly that you can make a healer do decent dps. You just couldn't take 3 Holy DPS Priests at item level 200 blues and expect to clear all heroics (When a regular DPS group with true DPSers would certainly do so). Holy's DPS talents were awkward lower tier DPS levelling things that were senseless at level cap... Blizz made them accessible to Disc (except Surge of Light, again with the simple levelling duallity, with no true raid purpose on Smite's side) to support their DPS in PvP, which made that niche available to a place where it made sense. What Discipline is today, however, is a true Healer/DPS hybrid, with the tools at his disposal to take real advantage from doing damage even in a PvE scenario.
I obviously am out of line in telling you you're just playing wrong to your desires - I'm no one to say what style you prefer. What I'm saying is, Holy DPS was never really a true option without severe overgearing, and even if you got the taste and wished to go further, Attonement Discipline is just perfect to feel that niche.
