"Excluded" Quests in Quest Tracker not saving

I tried to scour the forums to see if anyone else is having this problem, but I don't see it anywhere...
I'll use Howling Fjord as an example of what I am talking about. It shows on my quest tracker I have 135/137 quests completed, and when I click on "all" it shows the two quests I am missing as breadcrumb quests I am unable to do. So I check those two off and press "exclude". When I get back to the Northrend Quest summary screen it now shows 137/137...
Until I reload or close the web page.
All of the zones are not saving excluded quests. Am I missing something I need to be doing to get these saved changes to stick?
