Ok then. Fire is very RNG (Random Number Generator) dependent, this means that it relies on Crit rating. You need a good balance between crit and haste. As both are important.
Intellect is still king however. You want to be hit capped for what you are doing, so if your still doing heroics don't worry about being raid hit capped. When you hover over your hit rating on your character frame it will tell you your % chance of hitting on different level opponents. I suggest around a 25% Crit rating with only your own buffs using Mage Armor. Once you attain that, look for haste. You need 512 haste with the talent spec I will link to add 1 tick to your DoTs, aim for more haste but still keep your Crit high.
If you haven't attained your 25% Crit go with your Molten Armor. I will now link the talents and glyphs.

Cauterize its up to you which one you want. I recommend
Cauterize as it will save your butt countless times, just be sure to extinguish yourself with Iceblock or you
will die.
As a non 25% Crit rotation I recommend scorch weaving. This is the act of mixing Scorches in with Fireball, as without Mage Armor your mana will drop fast. Heres a good rotation for non 25% Crit.
Open every mob you start with using Pyroblast --> Living Bomb --> Scorch Weave with Fireball --> Re-apply living bomb when it explodes.
Once you attain 25% Crit, just dump scorch. Still keep it on your action bar though, it comes in handy when you need to move around. Use Mage Armor.
Pyroblast --> Living Bomb --> Fireball Spam
Be sure to use your procs every time, they are very good for the DPS.

CombustionHelper and
Mage Nuggets.
They help a lot.
Reforging is tricky. You need to figure that out on your own as it depends on your own gear.
For AoE, I just use Pyroblast --> Living Bomb --> Blast Wave --> Spam Fireball until Impact proc.
Ah crud I forgot the gems, this is the edit. Ok here we go. You want to gem for Intellect but if the socket bonus is nice try getting either
Reckless Ember Topaz or
Potent Ember Topaz or
Veiled Demonseye. As I said before being a Fire mage is a little different as you have to make a couple decisions yourself, on how you want to gear. You will get experience as you try so just keep running those dungeons, eventually things will come to you like.. something you know by heart.

25% is not really a "Cap" But its when I, from personal experience, saw that it was OK to stop Molten Armor and move to Mage Armor. If you want more Crit go ahead, you have to decide your balance of haste/crit anyway. Which is why, AFTER you get your 25% you dump Molten Armor glyph because you won't be using Molten Armor, and get the Fireball, although, now that I think about it, you could replace any one of the 3 Primes until you get to 25%
Get as much Crit as you can get. If you can possible get 100% crit, then by all means do so (but in all reality this won't happen). Fireball has had its mana cost reduced so you shouldn't scorch weave unless you're having to move. Always keep Molten Armor up, and make sure it is glyphed for a total of 5% crit from that.

This is usually accepted as correct. Always best to have a chance to get a Pyroblast! then to make that Pyroblast crit. My glyphs aren't right as my guild mate hasn't been on so I could ask her to make me one, instead of buying it.
But why would you need to go Mage Armor? We don't really have mana issues as Fire mage now.
Exactly, as I said since the reduce cost to Fireball you can just spam that and not have to worry about going oom.
The only caps to really worry about are the hit cap and the haste soft cap. After that there are not any other caps mentioned. But with the new change to how Ignite is being done, haste might work out to be better then crit. I am not to sure as I need to go read up on EJ some more about the subject.
