I have that sometimes too. I think (based on the couple of times that I have noticed it) that when it's a quest specific item, that will only drop for people on that quest, then the mob's name will light up. However, when it's a quest to collect an item that the creature drops regardless (like murloc eyes, goretusk snouts, moongrazer flanks, etc.), it doesn't.

The color of the names has nothing to do with the quests you are doing. A mob that has a red name is hostile to you and will attack you if you get close to it. A mob with a yellow name is neutral to you and will only attack you if attacked by you. A mob with a green name is friendly to you and won't attack you and you can't attack it.
If you want to know if a mob has something to do with a quest you are on, put your mouse over it and check the tooltip in the bottom right corner. Also, while a static object that has something to do with a quest will indeed glow (until you collected the necessary amount), a mob won't.
Actually, they have added a feature where mobs that are relevant to a quest you are doing have their names lit up above their head, even if you have health bars or the normal name display turned off. I don't remember when exactly they made the change- maybe when cata came out, or the patch right before it. The OP is correct.

That's built into WoW? I thought that was either Tinytip or Carbonite . . .
Nope, the in game quest stuff is based on Carbonite now. And if you notice, when you kill the named mobs for quest, they usually have an exclamation mark on them; such as the named TB mobs for the kill quests, where multiple people can tap them and all get credit for the kill.
