There are a billion addons out there to remind you it's off CD (dbm, power auras, power bars etc..).
Making use of the spell automatically like you first suggested is impossible though.

Really, if you are going to do raid healing as a Holy Paladin then you must get into the practice of using Judgment just like you got into the habit of using Holy Shock whenever it is available (you are using Holy Shock as much as possible right?). There are any number of mods to help you track the cool down timers. Get started now getting into the practice of using Judgment instead of looking for something to do it for you.

Indeed I am using HS every chance I get. I was just reading up on the mechanics of mana conservation and the fact that Judge:ing
gives us back 15% base mana
each time it is cast. That along with the fact that I have during some encounters gone OOM has lead me to the assumption that I might be missing out on judging every time it is up. I try to judge as much as possible but all in all, it was just a concern that I might have missed out on that part.
It gives back 10%, judging isn't free you know.

#showtooltip
/castsequence reset=Shift Judgment, Holy Shock
This has actually worked as a macro, wont reset unless u press shift or cast the HS.
Since Judge has and 8 second cooldown and HS has a 6 second cooldown, thats pretty much the only macro that you can use, it will simple be a one butotn macro, first cast will be J and 2nd with me HS, however you will be needing to swap targets, so I dont know if you will find this practical, pressing shift will just revert it back.
However you wont be able to cast HS unless u have cast J so you could use the same macro with the sequence reversed.

Thanks a lot for correcting me, im not that good at macros so didnt think of the difference that starts to exist due to MS or any other issue that might make the use of a second HS viable.

#showtooltip
/cast
Unless something has changed, you'll need to hit that macro twice to get the /targetlasttarget line to go through.

There is no point in adding that line to this macro as first line doesnt change your target.
Problem is that it does.
Well to be honest I havn't tried since TBC when judgement still added like 5 different debuffs to the target.
The problem back then (and as far as late WotLK) was that the judgement would be placed on your targetstarget or focustarget or whatever but when the debuffs were applied you would target the mob. Thus using /targetlasttarget (which is an instant action) didn't work because of the delayed application of debuffs.
But as mentioned, just double tap it to fix the problem.
