Frostbitten; do these rare mobs still exist?

They do still exist, but the way the random spawn system works is such that, say only 4 Rares exist at any one time, so looking for just four out of (25) just means you have to be lucky that one of the 4 spawned is the one you are looking for..also install the npc_scan overlay, that shows the routes that each Rare takes..also clear your cache, you may have already had one picked up without realising it, and so npc_scan wont flag it again.

Well, they are
rare
mobs. They do still exist, but from what I know, people still actively hunt them (Loque'nahak especially), hunters to tame them, and achievement farmers to kill them.
Also, as spiketcat pointed out, only 4 out of 25 exist at any given time; which makes for
very
rare spawns.
Keep at it and you'll have them eventually, good luck.

As others have said there is only 4 of the 25 up at all times.
But there is a way to get around this.
Get different toons ether your own or guild people to camp the zones that you aren't looking for spawns in and kill the Rare Spawns as they pop. The trick to doing this is to helpfully force the rare spawn that are needed to pop so that you can kill it. (It will take some time)

I got the achievement after Cataclysm, so I can confirm they exist. The multi-toon method is the way to go. I had my main at the spot of one rarespawn I needed, and my other three lvl 80's in different zones. You have to kill any and all rares that you see (if you see one of the hunter pets, though, at least announce it in general chat and give people a chance at them... it hurt killing so many of them while getting the achievement because I got it on my hunter!). Everytime you kill a rare on an alt, go back to you main and check. Eventually you will force a spawn for the ones you need.
Take note, though, killing a rare doesn't instantly force another rare to spawn... it may take a few minutes before the next rare spawns. I suggest doing this at odd hours, like early weekday mornings, to eliminate the possible competition. You may also want to announce in chat that you are working on the achievement and would be willing to tip for not killing the ones you need.

i found all of them beside fumblub gearwind and aotona, its getting really annoying now, cause they just refuse to spawn :D
most of the others i have kill 1-4x , feel sorry for all the loque'nahak's i killed.
a BM hunter out there would have loved it and my MM shot her 3x in cold blood (i was so nice to make sure no other hunters were around looking for her :P )
So you're complaining about not being able to find these rare mobs, yet you have no problem killing the other ones multiple times just to stop others from finding them? Maybe your inability to find the last ones is karma rewarding you for your selfishness...

Yes, they exist. I killed 42 Northrend rares last week while working on this achievement on three characters, having them spread out to cover different areas.
I will kill them multiple times in order to force another one to spawn. I have no karma issues whatsoever with that. A couple of them I've only seen once, so clearly someone else is in the right place at the right time for those mobs.
One day I found 3 rares in Grizzly Hills within 5 minutes of each other. That rocked.
