No. The difference between 75 and 79 is maybe 20-30k. The difference between 80 and 84 is closer to 60k.

120k hp blood dk's at 84 are fun. Then again, if youre lvl 80 and in full relentless, ratings still scale very well so you can easily get some nice numbers.

Completely agreed with Apoc. I play the 80-84 exp off bracket actually, and as a BM Hunter at 80 in 4 set Wrathful/mostly PVE BIS, even most of the 84 tanks go down like they're 80's in equal gear to me.
Resilience saves you in the 80-84 bracket.
To the OP, a TON of people have the same issue, it's normal. Just hit 79, get all the Cata greens you can, and RIP THEM ALL TO SHREDS LIKE A WRECKING BALL SENT BY JESUS

Well the Cata greens have totally screwed up the 75-79 bracket......in favor of folks who don't PvP exclusively. Because that means that the "PvP only" rewards (namely things you buy with Honor) are way under-powered vs. Cata greens that you can use as early as level 77-78.
Quick comparison.
Warrior in full Brutal Gladiator (70) gear gets 227 Strength; 344 Stamina; 8,106 armor, 211 Crit, 54 Hit, 36 Haste, and 150 Resil. The Resil is good for 12% reduction at 70, but down to 6% reduction at 79. Also gets 1 meta socket, 3 red, 3 yellow.
Warrior with Jasperlode Plate (l.79 required) in those same places (chest, gloves, helmet, leg, shoulder - I presumed 3 of the Soldier, one Earthshaker, one Bear) gets a whopping 785 Strength; 1,179 Stamina; 10,367 armor; 572 Crit, 112 Hit, 0 Haste, 0 Resilience, 0 sockets.
So yeah - it's "broken" but only for the PvP Honor-hoarders. Everone else gets to play from 77-79 and have fun. Don't worry, the ridiculously overpowered PvP honor-purchased gear comes back with a vengeance at 85!
