I think the funny part is they tried to implement this in 4.1, no?

...but total trolls will still need the item and vendor it for the sake of denying other people upgrades.
Lolwhut!
I doubt many players would do that to spite another player.

unfortunately, you're completely wrong.. i've encountered MANY a player who can and do exactly that :-(
I am not completely wrong, it's just a gross exaggeration.
That, and you must play on realms/battlegroups with incredibly mean players.
I've played for 5 years, on the most populated server in my region. I've come across a few ninjas, but never any player who needed then vendored just to get back at someone.
Why you ask?
Because nobody knows if you vendored. The player may as well stay in the group and cause grief to the other person/s.
Leaving group then vendoring the item serves very little purpose at all. Even if you say what you did in trade chat.
I'm not saying they don't exist, but players like that are very rare, and very rarely does anything like that actually occur.

It's a good step forward but there's still issues of Hunters rolling on Int mail (Yes i've had this happen in lower level dungeons recently), Mages and Locks rolling need on Spirit gear ect. ect.
If this only happened in a low level dungeon, I wouldnt ever bother with asking why, let alone caring. Low level gear...I dont care if its a World Drop Epic, really is not worth the effort of getting upset over. You also have to consider that, using your 2 examples, that hunters have little choice some times at lower levels for "correct" gear, since Blizz did not re-itemize gear when they removed hunter mana. Also, (again, at lower levels), spirit gear may still be an upgrade for locks and mages, depending on how crappy their gear was to begin with. All that said, I will say that a hunter should wait for a shaman (if one is in the group), before needing on Intel Mail, and mages /locks should do the same for priests.
On topic however...I think this is a great change, and prob the best we could hope for. I'm sure that there are just hardcore asshats that will need it to vendor, not complete asshats that will need for DE (at least, in their defense, if the NEED the mats, they at least technicly NEED the item.....still bad form though)....but the overall effect should stop a good majority of the ninja rolling on BoE's.

In a lower dungeon just last week, the tank needed on every single green and blue, then DE'd them in front of us. We told him off for it twice, then I let him die so that he couldn't keep us in combat and we kicked him. He wasn't a new player either, as he was in heirlooms.
Some people are just jerks. He obviously had a character high enough to collect greens for him to DE, yet he had to steal gear from the casters and he was fine with screwing over the group. If I ever see that happen again while I'm healing, I will not heal that person and I'll tell the group why.
Whilst leveling my lock and mage, I often couldn't find gear with just stam and int on it, so I'd roll if something dropped with spirit, as long as it was a worthwhile upgrade for me. But I always asked the healer first if they minded. Don't recall anyone ever having a problem with it.

I had a pally tank roll on a healing ring earlier today. When I won a cloth BoE wrist which was an upgrade, he demanded I give it to him in exchange for the ring. Total troll.

He probably was wanting either of those items for his holy off-spec. That's not the same as what we were discussing in the posts above.

I could see that for the ring, but look at the bolded part below...

Offering to trade for something you won on a fair roll is one thing. Demanding the trade is something else and definitely trollish behavior.

I know one guy that's an enchanter and still needs on everything possible simply to DE it for money/mats. Didn't really stop guys like him but I think this is a good feature overall.

I have no doubt I´ve experienced more than a handful of instances where people rolled need just to be jerks to other people. Blizzard could delete them item from their backpack completely, and they still would do it just to screw someone else over.
I had a healer roll against an upgrade on a mage in a group i was tanking and said something like ´7k in a heroic is pathetic, you didn´t deserve loot for that run´ .

They do, it's cruel and unusual.
