You have to Create a guild event, not just a raid It will let everyone in guild Accept it but you can Comfirm who is coming, or you can just invite the people you want.

Your GM has to allow your guild rank to create Guild events then when you right click it will become available.

Hey i am in a guild and i just joined an it lets me post events so it might be a glitch.
It's more likely that the guild leader somehow (intendedly or not) enabled your rank to do this.

Correct.
Anyone can make a
calendar event
, and then invite anyone they want to join. Only the people listed on the invite list are able to see the event itself.
Any guildmate can make a
guild event
, if their rank allows for this privilege - a guild leader can determine these privileges for their guild. All guildmates are able to see the event and sign up for it if they so choose, while non-guildmates must be invited (guildmates cannot be invited).
Any guildmate can make a
guild notification
, if their rank allows for the privilege - a guild leader again decides what privileges are available to the ranks within their guild. All guildmates can see the notification, though it is not something that anyone can sign up for, and non-guildmates are not able to see the notification.
