Anyway, I need some help for my healer. As far as I'm concerned, ToL form is now a huge waste of mana and has no place in a raid environment. I never use it, but should I?
Is there a good time to use it? Is it supposed to be a panic button?

Yes but can they hear it if they don't have vent?
ROFL made my day.
On a related note, ToL is a direct increase to healing so unless your spaming Regrowths its a mana saver. i.e more output means less spells cast which equals mana saved. Its all about using your spells wisely.

ToL is insanely powerful, especially if you are able to use it in conjunction with a trinket or racial ability to boost it even more. For instance, as a Troll, I have Berserking macroed to ToL to give me a bit of a haste buff at the begining of ToL since you would typically want to pop it towards the begining of a fight in a heavy damage period. Pop it early, pop it often, and try to only use Regrowth during ToL when it is clearcasted, or else you will go oom really fast. What I typically do as my ToL "rotation" is start popping LB on literally everyone taking damage. The tank will already have a stack on, so its just a matter of rolling it on everyone else. I do one LB at a time, rotating through until everyone has 2-3 LBs on them, and popping WG on CD, along with rejuvs and SM where needed. Remember that not only does ToL buff certain abilities, it buffs your overall healing by 15%, which is nothing to turn your nose up at. Also, with all those LBs, you will get clearcasting procs faster than you can use them usually, and with the WG glyph, you are getting a large portion of your raid covered by a one-button/gcd HoT. If you really want to min/max, try to pop tranq at the last second or so of ToL so it gets the heal buff too for a huge AoE heal.
TL;DR: ToL is awesome.

Oh, I see my problem. I wasn't rotating with lifebloom, I was maxing the stacks one at a time. :\
So I was getting fewer chances to proc clearcasting, and thus losing a lot of mana when I needed to use regrowth.
