Tab-targeting Lacerate between Swipe helps a bit but all you can really do is wait until you finally get Thrash. That will easily fix all your AoE threat problems but until then you will have a very hard time. It sucks but that's the way it is.

I don't think you should have too much problems with AoE threat now that Swipe is on a 3 sec cd. It means you can hit Swipe every other global (since a bear global is 1.5 sec). Use Mangle and Lacerate in-between.
But as Thror said, armory makes giving advice SO much easier. For all we know you're tanking with strength items :3

Dude, Wrath glyph? Glyphs are a pretty handy threat boost. Definitely get some.
You have the Maul major, which is fine... and you do not have Thorns. Personally, I would use Thorns as my second glyph
while leveling
as a feral tank. I am gonna do a wild guess and suspect that you do not even use Thorns.
Use Thorns! They are a great ability for AoE, and YES, quite often it is even worth losing all the Rage just to pop Thorns up. Seriously, those Thorns can potentially get you more threat than that 1-100 rage can. And rage isn't all that hard to come by these days.
Your spec is pretty fine... I would put 1 less point into <something> and rather have 3/3 KotJ, but that's a pretty minor thing. Probably not worth to respec over either. Anyway, you have KotJ man. How often do you use your Enrage? Because it only has a 1 minute cooldown. On the battlefield, that is a very short cooldown, soldier.
I sure am pleasantly surprised by the agility gems you are using, because that's what I would suggest. Except you are just using a socketted relic and pants. If I was leveling a druid, it would kinda look like

Anyway, some epic Northrend agility gems would help things out a whole lot. I wouldn't normally be suggesting this to a WoW newbie, but you have heirlooms. >:3
Also, try to shy away from things that have just Stamina and no Agility, like that ring you have. Low level tanking is really not about Stam.

He's leveling, and he didn't grab any "wrong" talents like Stampede. So I'd say it's good enough, he can fill out KotJ when he hits 71 (at 69 he has enough points to grab Berserk, which is a-a-a-a-awesome).
@OP: I'm noticing however that your second set of glyph slots opened up, and you haven't put any glyphs in there yet! Come on man, your third set is about to open up! :p I'd do
