We can't truly help you unless we know what spec you're referring to, but Apoc is on the right course. SMF would value haste over mastery. It's unlikely you'll ever have the white hit cap (27% or 2448~ish with the Fury spec), but getting up to around 14% all together is great. Mastery is fine, haste is blah (for TG), but Arms only needs 8% hit, 25 to 26 expertise, (I'd cap it but that's just me), and go to town on crit and some mastery with marginal haste. What you'll want to be able to do is once you're reach hit/expertise cap, you want to stay that way while having as many strength and strength/crit gems as possible in your gear without requiring to regem for hit/exp. Reforging would be like something with Crit/Haste? Reforge Haste to Mastery (if you're TG/Arms). Haste/Mastery? Reforge Haste to to Crit (again if you're TG/Arms, otherwise you'd reforge Mastery to Crit as SMF). Honestly, get enough excess hit (if you're Fury) to where you feel that your rage generation is steady and has little to no issues. Anything after that will barely help your On-Hit procs and Deep Wounds stacking.

The more hit the better. If you can't reforge haste or mastery into crit, then reforge it into hit.

I haven't found a situation where Mastery outshines hit, but according to EJ's mastery heavy is ever so slightly better in "Best in Slot" gear (as TG).
