Don't Holy Shock the tank. It'll generate holy power no matter who you cast it on, and it'll heal the tank no matter who you cast it on because of beacon.
Try to use DL more and FL less, it'll save your mana.
For AoE healing, you're missing your main tool, which is Holy Radiance. You pretty much have to rely on Light of Dawn and healing everyone one at a time at this point.

I can't speak about healing in PVP but healing in Wrath dungeons shouldn't be too hard because there are very few AE attacks in that era. Do you have an event in mind where you struggle to keep going?
As for who to give your Beacon too, the tank is the default answer. In this case, Beacon of Light behaves like a "healer mark" where that target receives a stronger version of every heal you do due to mechanics. Putting it on the tank gives faster Holy Power charges if you have Tower of Radiance. And Wrath dungeons are generally built kind of narrow (hallways, stairs, etc) so it is easy to leverage Light of Dawn which reflects right onto the beacon.
But that doesn't mean that it should always be on the tank. Part of healing is learning to "read the group" to figure out where the strengths and weaknesses are. Sometimes it makes sense to put it on the Rogue or Mage because they are constantly taking more damage.
One of the things you'll need to learn is to recognize when it the right time to use Word of Glory or Light of Dawn. If you can line up thee group in front of you, using Light of Dawn is powerful even if the only one that needs the heal is the tank otherwise use Word of Glory.
