The achievement requires votes in general, which can be upvotes.
Those comments were probably downvoted not because of the achievement but because they simply weren't useful; the goal is not to have as much information as possible, but rather the reverse: as little as necessary.
No one likes to read through thousands of comments!

As a person who has the Hardcore Critic achievement, I can personally state that I have only downvoted people who were doing the following:
1) Someone posting redundant information (ie, the 3rd through 7th person going
"it's found at 44,25!"
2)
"I did this <thing> it is in the game/it works"
after it's been already confirmed about 2 times.
2a)
"Confirmed."
<-- especially if that's all they say (ie, have no additional insights).
3) 25th person going
"I tamed <hunter pet> at 2:30 my server."
with zero additional insights into taming.
4) People who post obliviously unfunny things (I consider myself to possess a good sense of humor).
5)
"Ret Paladins/DPS Warriors/Death Knights deserves this item more than Ret Paladins/DPS Warriors/Death Knights because baww baww baww someone rolled against my Ret Paladin/DPS Warrior/Death Knight for it and I lost so I'm venting my bile duct here while providing no actual insights as to why my claim could be relevant, let alone math or simulation results that can back up my claim."
6) Comments written with an attitude problem or extraneously hostile 'factionist' jargon.
"Only retards look in Orgrimmar for this guy, he is in Undercity and you are bad otherwise LOK'TAR OGAR KILL ALL ALLIANCE DUMB@$$ PLAYERS LOLOL."
or
"I %#$^# hate the fact that I have to talk to an orc for this stupid quest I'd rather be killing them FOR THE ALLIANCE."
That said, I never downvote things just because they became outdated info. IE, NPCs changing locations due to Cataclysm changes. That information is valuable and is great for remembering the game pre-Cata.
So in my opinion, the achievement does not encourage blind downvoting, but it encourages people to clear out redundant information that may prevent more 'casual' or 'functional-minded' people from finding interesting or helpful information.

To be honest, I rarely come across downrated comments that don't deserve it. Of course every so often you do see good comments with a +0 or negative rating, but usually the rating isn't that low that you cannot upvote it again to prevent it from being purged.
The main reason comments lower on the page tend to be downvoted/purged more often is because most people don't read all the comments, but just post what they had planned, therefor often posting double information.
Do you have any examples of pages with proper comments being downvoted?

is an example of such a page. Good information about to be purged (when I looked the 2nd comment (very helpful) was now rated 0).
There are many others but that is a good example of this.
It was likely downrated due to redundant information. The page the comment is posted on links directly to the quest in question detailing all the requirements. Even the tooltip for the quest has all of the information, so you can see it without even leaving the page.

The rating system is currently very bugged, if you click on "Rating" you'll see the comment should actually have a rating of +1, instead of +0 as it shows a rating distribution of +1/-0. Therefor, the comment has never been downrated.

The posts which were actually helpful were purged. Now there are only 2 posts left with redundant information left, as you said. (is it redundant to say that?)
Like I said there are a lot of other examples like that. At the risk of being picked apart, I will provide another example:
De-Weaponized Mechanical Companion
Requires Gnomish engineering to make!

Dunno why this comment have been downrated. It DOES require gnomish engineering to make, and it is learned from gnomish engineering masters only.
Someone else is noticing this trend, too it seems.
Oh well, by the remarks made by the blue poster it seems that Wowhead does not care if it (the data) goes or not, so I give up. I was trying to help!
But if you click on the "Taught by" tab, it lists that is is learned from one of the three Gnomish Engineering Trainers, making the post saying it's made by Gnomish Engineering redundant, and therefor perfectly legit to downrate.
