There are a lot of buffs that could make for a 5k DPS loss when you've combined them all. For instance, completely unbuffed, my damage sims out to be around 21k. Fully buffed, it's more like 30.5k. That's a ton of damage.
Things like bleed damage, 4% physical damage, windfury, etc may not be 5k damage on its own, but if you're missing two or three of them, it quickly adds up. In addition, I see no reason why you wouldn't want to spec into 3% more haste...and you should drop that Explosive Shot glyph in your MM spec ;)

My hunter's only lvl 63, but why are you glyphing explosive shot in MM?While some attention to glyphs and spec are warranted, as well as an enchantment for his/her shoulders, the issue is
not
this character's Armory, but their relative performance in 10-man versus 25-man.
The primary issue with raid size is access to buffs. Having access to certain buffs will impact your personal DPS dramatically. The first and most important thing I can recommend is that you tame all of the pets that provide the various raid buffs to improve both the raid and your personal DPS.
For example, there is no
Cat
in your stable. Cats provide the
Horn of Winter
buff in the form of
. If your raid lacks a Death Knight, Shaman, and Warrior, or if those classes are unwilling to provide the buff for whatever reason (the Warrior might want
instead, for example).
I'm not saying lack of a cat is the issue, but I am saying your character will benefit from a larger pet pool in order to fill more buff gaps. You can only control one raid buff, so this is not a comprehensive fix, but it will band-aid your DPS to a degree.
