Old data is old.
Also, stateofdps measures a very small group of players playing to maximize the abilities of their toons.
Frost is just fine, as long as you play it well. It appears that the thought is that the ratio of work to damage dealt is too high when the damage is only comperable to the other two specs, and doesn't exceed them.

I disagree. The
almost
complete lack of an ability to actually freeze raid bosses makes it a niche spec at best.

Just do this and you'll be fine:
1. Frostfire Orb, if cooldown is up.
2. Deep Freeze, if cooldown is up and Fingers of Frost is active.
3. Frostfire Bolt, if Brain Freeze is active and Fingers of Frost is active.
4. Ice Lance if Finger of Frost is active.
5. Freeze, if cooldown is up, Deep Freeze cooldown is up, and Finger of Frost is not active.
6. Frostbolt.
Cheers.

Keep in mind the trouble simcraft has with say, DW Frost DKs. It's not perfect. Is it a helpful tool? Yes. Is it accurate? Not always.
I'm not saying it's impossible, I'm saying it's certainly sub-optimal in a raiding environment.
--edit--
In the interest of fairness however, I would like to note that Frost DPS is in a relatively good place right now, over all.

I like how after all this time you still get this kinda comments. No wonder frost is so under-represented in raids.
/facepalm

This is one of those interesting phenomena you observe when you do game design. According to our testing, Frost does comparable DPS today, and remains competitive in Heroic Firelands gear. Yet, Frost is much less popular than Fire or Arcane in the current raiding environment. Some of that could be tradition. Some of that could be that the DPS is close enough that players pick whichever mage rotation they enjoy the most. It's also possible that some aspect of our testing doesn't catch some factor that ends up suppressing Frost damage in the "real world" compared to our internal servers. That certainly happens sometimes.
It's hard to just look at logs and get an accurate picture of the mage DPS situation. When the best mages in the world are playing Fire and Arcane, it's natural to expect that there are a lot of huge DPS averages for Fire and Arcane mages. That might not mean that Frost damage is low, only that the best players aren't playing Frost. We see this sort of thing over and over again

The thing about arcane that I just can't figure out is why you reforge crit to mastery. I mean, it works, I just don't understand the logic. Probably has to do with continual average damage vs spurts of crits
does anyone honestly do their own reading anymore?

Yeah, I read that. It's the freaking ability. Duh.
I was hoping more for a link to someone that actually did the math comparing the DPS of 1 point of crit vs 1 point of mastery.
Maybe I should have been more clear. Yeah, that must be it.
You reforge out of crit for the same reasons healers do.
Consistency.
Hell, as an Arcane Mage, your entire playstyle is to be keeping the mana up as high as possible to be taking advantage of the Mastery in the first place.
Also, crit is devalued by Arcane Potency. Higher Mastery also increases the damage of your crits, which come plenty often enough, more than I feel as Fire.
