Well, first, haste is 120 rating to crit's 180 rating.
second, 9.24second cast time is rather slow :P
13% haste is just the point to reach to get your cast time down during timewarp, but there's nothing wrong with the cast time being lower outside of that extra haste to be able to move a little more freely.

I like having the extra haste, because it helps compensate for my lag to some extent.
Having said that, I'm pretty sure that it's haste <13%, mastery, haste >13%, crit as far as stats go - so even above 13%, haste is still better than crit. If you were going to reforge out, you should be reforging to mastery.

Got problems with threat?
Mirror image - 30s of not doing any threat, it also remove you from threat table instantly upon activation. Best macroed with AP/trinket/Gem/whatever else u got there (i got arcane torrent, mana shield and whats not).
Invisibility - Its instant (as arcane) and completely drops your threat. To 0.
Ice block - removes you from threat table for the duration, gets you back in after its done (in case tanks are slow with taunts).
Arcane power glyph (which you lack), lets you not lose any gcd for activating mirrors (and mana shield for more spp) while in burn phase.
13% haste is enough only at bl.
The more the merrier.

Maybe you're raiding with a hybrid caster (boomkin aura, spriest aura, Wrath of air totem).
The first breakpoint of haste is 13% haste in a raid setting for the 1 second cast time at fullstack and lust's extra haste.
Interestingly I have like a .982 or something cast time, at least before I knocked my haste down from 20%, and had no problems with the GCD.

Your haste is still a bit on the low side, but with WoA you get 12.35%.
Which is "roughly" enough. And Rawr doesn't really account for the 17% Hit > 13% Haste > Mastery > Haste > Crit weighting for arcane.
Quite the tidy set of gear you've collected. Not too shabby at all, I'd say.
Do you have the means to obtain the DMC? Pretty sure it would out-do your JC trinket, and give you some extra haste to boot.
Speaking of boots...
If you undo the hit reforge on the Signet and enchant your boots for Lavawalker, you lose only 13 mastery for the movespeed of not-dying-to-fire-burniness and you also land right on the hit cap.

Wish my guild could plow through content like that. Only have Shannox down twice. Missing various bits of the core group really killed that progression.
Interesting that the Card is lower... I can usually go right into a Burn with the Volc. Dest. buff up. At least the first time, don't watch it much after that, XD.
And yeah, the borderline fetish with crit/mastery makes me a sad mage. Between that and Hit loss, I can't really make myself part with my current ring and offhand for the MF vendor-welfare, as some call it.

That being said....7% Haste seems pretty low :( ....but Rawr is still telling me that both Mastery and Crit are currently more valuable for me atm.

I like how you claim that Rawr and SimCraft is incredibly buggy, but put so much faith into StateOfdps. :)

For some reason on askmrrobot.com it has crit higher over haste for some reason. A fellow guild mage pointed this out to me and I said it may have something to do with gear levels but wasn't to sure about it. It is only higher by a few hundredths of a point, nothing to ground breaking to me.

The sims all focus on Lust damage potential I think.
All the guides I see is stack haste to the 1 sec point under Warp/Lust/Hero, then mastery, and then haste beyond that or crit I guess as to taste.

Bloodlust damage potential isn't the way to stat-weight though. It needs to be an over-the-cycle calculation.

State of dps isnt a simulation.
Also, faith word is non-existant in my dictonary.
