At the top of every class forum there are posts with Post it notes next to them, they're called stickies. Information of the type you seek is normally located in them. People in the forums get very agitated when people don't read the forum rules and just post questions without checking up.

1) Read the stickies they really help.

2) Its not your job to make the target die when your tanking thats on the dps. (at around 60 most dps are going to be hitting around 700 or so dps from want I remember)

3) for Seals use SoI (this is an I not a L) or SoT

4) Buffs depends on your group Kings is standard unless you have a Driud then use Might.

5) As for leveling get both specs. On some group quest/Elite Quest being a tank helps alot. But a Ret should be doing more dps then a Protadin.

6) Never gem or gear Intell. as Prot or Ret.

Yeah, retlol is 2 years outdated, which is why it's got 4.2 information....

Seriously, it's clear you didn't read the stickies. Go and read them. If you're not willing to help yourself, why the hell should other people help you?

The retlol thread was indeed made two years ago, this is true. The website linked, however, keeps itself UPDATED for each new patch.

Thus, you did not read the stickies, like you're pretending you are. Please go read that guide.
