Use of spell "level" slider explained?

I can't find anywhere where the basis for the numbers reported by the "level" slider under many spells is described.
I was wondering because the spell I was examining heals as a function of "spellpower" (as of course do many if not most, although many are are calculated from another stat or stats in some manner to determine the damage/healing done).
Since I don't know what spellpower is embedded in the calculation, moving the slider and examining the changes to the description based upon the slider aren't (or don't seem to be to me at any rate) to be of a lot of use - it's not matching my character's anyway.
Unless it's somehow supposed to be tied to a character or profile?
Can someone who's figured out how to make better use of this feature describe how they do so? Or if there is a way to set what stats will drive the descriptions, can someone tell me how?

What you are seeing is the base damage (or healing) done by that spell for that level now that all spells scale with your character level automatically. Since it is a base stat it has yet to take into account any modifiers from your gear stats or talents.

OK, thanks!
I was confusing myself because having a slider that's "just base" doesn't appear to me to provide more information than simply having a static "at 85 base" description - it doesn't tell you anything about your specific character anyway. Since I couldn't see why it would be added if that was the case, I felt I had to be missing something.
