PvP has no rotations, and levels significantly influence the spells you have available. Keep throwing Shields and Penance all around, Smiting only if you're given the chance, tossing Renews if mana allows. Try to position yourself to Psychic Scream as many targets as possible, and keep your heads up on dispelling buffs from enemies and debuffs from allies. As for offense, Holy Fires and Smites if you're given the chance, otherwise throw a few DoT spells (but do not make a habit of this DoT throwing. As you get closer to 85, DoTs deal too few damage for too much mana to be used regularly.). However, there's the exception of stealthers - on those, always keep one DoT ticking to avoid restealths.
...Edit, for some odd reason I immediatelly assumed he's discipline. Ooops.
The argument stands, but only if you're Disc Most of it stands for Holy too, absolute obvious exception for Penance.

As a discipline priest, you have a huge suvival capability in PvE. your shields absorb more and you can both damage and heal. You'll have a bundle of fun utilizing your spells.
Healing rotation:
Power Word: Shield, Renew, Heal spam, use penance.
This rotation conserves mana, heal is your best mana conservation at your level and covers decent amounts. Once you get archangel + Atonement, you can smite away through the levels.
