Personally, I'd go for 49. You get access to Hammer of Wrath and Divine Shield, two very powerful abilities, and Repentance, which will really help the biggest issue low level paladins suffer - the beyond unbearable lack of abilities to catch up. Long Arm of the Law will only get you so far, it's nowhere nearly enough to land you kills. Hand of Freedom's absense is a great disadvantage.
