If your dps and tanks are careful with avoidable damage you are bound to have lower hps than other healers. The problem is resto shamans don't stack haste as much as paladins and druids so if the damage input is low your heals will go overheal... You can see this best in 3 healer FL trash runs. Same goes for the first phase of Shannox fight too (in fact last time my guild was there, everyone avoided everything so well that top hps' were 9k (paladin), 7k (druid), 6k (holy priest)).
But never think that a resto shaman has less healing power than the other healer classes. In fights like Beth, Magmaw or Chimeron where you can use your healing rain effectively, no other healing class can come close to you. Actually Greater healing wave is one of the most powerful single target heal in game. You can effectively tank heal or raid heal as good as anyone if you communicate with your teammates.
If you want to beat the haste issue, try to anticipate incoming damage and cast your heals beforehand. And if you have 2p t12 set bonus always keep riptide on 3 people for extra heals and mana returns.

Yes I would like to Thank everyone for all the info they have given me. I have thought a lot about it and i have been leveling out my heals and trying to increase my experience with firelands raiding and I would like to ask for even more advice from other shaman healers. I have questions such as riptide rotations, times to bomb Greater Healing Wave and other tidbits of advice to squeeze the life out of my healing and keep people alive lol. Currently this is my shaman.

Odd meta, I assume double duty, but the Ember one will serve better if you dont feel like creating a separate goggle.
Do you really feel that strapped for mana? Darkglow but power torrent, and the water shield glyph?
Get Int or Spr on bracers. Better than the haste.
Invest in a Tsunami Card. One of my best decisions.
gloves need a tinker.

Heart Song's up time is considerably more than Power Torrent. And the usefulness of spirit vs a shaky intellect buff makes Heart Song the preferred enchant. Unless, for some reason, you have absolutely no regen issues.
If you're looking to maximize your regen,
Darkmoon Card: Tsunami
and
Jar of Ancient Remedies
are your top choices as the procs both stack and work with MTT. If not,
Jaws of Defeat
and
Eye of Blazing Power
are your top choices for trinkets.
I heal 10 mans with a druid and priest so my preference has always been crit and mastery. Right now I am hovering around 25% crit in raid and 12.5% mastery. The only fight I run low on mana is Baleroc, for obvious reasons. Ryoltih isn't so bad until the final burn.
But, if you are looking to compare numbers check out State of DPS.

First of all i healed 10m t11 content and 10m Beth, Shannox, Lord from t12 so my points maybe wrong for other bosses.
I favor crit + mastery after i reach 916 haste (920 just to be sure :) ) I have 13 mastery + 19sth crit unbuffed. I generally use Unleash elements and healing surge or nature's swiftness+GHW to save people.
I may be wrong but this is how i see raid healing; normally you don't heal people a lot, you use riptide, unleash elements or healing wave (with Tidal waves) to small damages... if there is a raid wide damage you use healing rain and / or chain heal. Considering you get the extra tick at Healing Rain with 3k haste i see no reason to try and reach that. So usually I favor mana regen (crit, spirit and mastery to some degree) over haste, this gives me more opportunity to use healing surge.
By the way I see that you are using Focused insight 3/3. Maybe you should get 3/3 Acuity instead of that. And about gemming, i think you should gem for int always. Only try to get socket bonuses if it is +20 int or +30 on a secondary stat and ignore +10 something bonuses.
PS: We generally use over-healing done chart with HPS chart to evaluate our healers.

Actually as gear goes up, PT and HS are a bit of a toss up. And I think as, especially you move into Hard Mode ilvl, PT sims out stronger. Replenishment with massive int probs.
Also, Stateofdps uses 4.0.6 data.
