If your not at 4k honor turn off XP, your bracket is 80-84 that means you will have mostly lvl 80's that dont own cata yet for one reason or another, and you can farm them. Think of the diffrence in power between lvl 84 and lvl 80 even if they have BOE cata greens

Oh, don't get too excited. Ratings go SIGNIFICANTLY down as you level. Yes, you'll be 4 levels above, but they'll be 20% crit, 20% haste and a few % resillience above you (You'll be facing twinks.), not to mention your costs if you're a mana class skyrocket when you level.
Difference in power, if anything, favors the level 80 character, not you. Nice try, but you'll have to work your way up just like any regular PVPer. No shortcuts. Your only powers will be talents, hit% (which they can counter with hit rating), and class spells.

The increase in stats on basic green items you get thrown at you between 80-84 is significant, so at 84 you do have a relatively large advantage over 81's, and relatively less disadvantage compared to folks wearing level 80 PvP gear. Because of that I think that a regular guy in Level 84 greens can make a real contribution to a team win in the 80-84 bracket.
For people who were sick of being owned by being ridiculously out-geared in the lower level brackets, you can catch up at the top end of the 80-84 bracket. So the OP's suggestion of banking honor here before going on to the truly wide-open field of 85's is not a bad one. You are going to be absolute dog-meat in 85 without top-end resilience gear. Plus, getting up to and over the 7,250 season point requirement to buy the weapons while you're still in 80-84 is a good idea because I wouldn't want to have to grind out 7k honor in the 85's without the level 85 PvP gear.
I'm not sure about turning of XP though. You can probably hit 4k honor pretty easy just doing PvP at level 84 even with XP on, and I have to think that the XP-off bracket is much worse for non-professional PvP'ers than the regular one.
