At your level you can start to get Cata blues and greens from the AH. The rogues you are seeing killing people right out of stealth are -probably- wearing a full set of those.

OP - 1.) Reforge Hit if you need it. Don't spend a whopping 3 talents on Precision. 2.) Energetic Recovery is a staple Sub talent and is a must have. 3.) Don't take Initiative. If you are having issues building CPs with HaT then /afk that BG and wait the 15 min. As for Glyphs - You need the Shadowdance Prime. Also I use the Sprint and Blind Major Glyphs rather than the Prep and Gouge. Take Prep and dump Sprint or Garrote if you plan on Arena.
waylay as opposed to straight crippling poison; for waylay the most important effect it has is the snare, which is the same as that of crippling poison minus being Physical, hence undispelable, un-stoneform-able, un-cleanse-able etc. also, it's an 100% proc, where as crippling is a flat 30%
imo, id rather have waylay from high dmg abilities (ambush AND backstab) than having to waste energy on a shiv (33-34 energy on a fast off-hand) that does no dmg...
Ahhh the ol Waylay - Crippling Poison debate will always rage on. Good points for sure. But what points are you taking out of in order to pick Waylay up? 2/3 HaT? I hope not Puncturing Wounds. Quickening? To me Shiving Crip isn't a big issue at all and not once I have ever said to myself "#$%^, I really shouldn't have Shived right then cause now I'm energy starved." Just my preference. Not saying you are right or wrong. But if you plan on Arena OP, you will need HaT and you should take the points out of Waylay in order to get it.
the reason expertise isnt a good stat to shoot for in pvp is once u get to the hit cap, the only ppl that will dodge u are prots and rogues with evasion popped. stats are better use else where. i went for crit cause with resil changes (crit chance being no longer reduced by resil) , crit is way better than it used to be.
I roll 20/20 Expertise because missing a Dismantle or Gouge makes me want to kick puppies. And every class has a flat 5% chance to dodge. Prots in PvE gear will have even more but to Reforge to counter it isn't worth it.

Sub tree always seems kinda bloated, too many talents that seem like they would be nice to have. Personally, I think waylay is pretty nice, it does the slowing effect and helps a little with survivabilty (reduced attack time, sure may not seem like much, but im always a follower of "every little bit helps")
For most bgs i am often conflicted with taking nightstalker (as being able to outrun someone in stealth is always nice, especially as it seems all the speed increasing effects seem to stack...as i go well over 100% movement speed when stealthed).
Cheat death can be nice, though sometimes its not effective. So really, in this case, the "practice practice practice' part should be applied as well as doing some self tests (what works best for YOU) there is a pvp guide for you to look at (though you dont NECESSARILY have to follow it, but is a good guide line to go by).
Glyphs, blind and garrote are awesome. Gouge is too if you wanna stop an opponent as they are running from you. Sprint is nice and prep is nice. (too many nice things)
P.s. Im feeling more and more like im the only rogue that puts crippling on their thrown as opposed to their oh which i have mind numbing on...

I put crippling on thrown AND off-hand in BGs. Mind numbing just doesn't seem to make that much of a difference in fights, but running into a crowd and hitting everyone with crippling is often a gamebreaker. In a big fight like Tol Barad, I might go 10-12 seconds right after I run into an area just hitting Fan of Knives to get crippling on everyone, and you can see the effect as the other team just starts to slowly die one by one.
