Stack mastery if you feel that you are being left alone in arena matches as you can freecast more. If you do not feel that way you should go for haste a bit more as you can cast faster, CC faster and your GCD is lowered.
As for gems, I'm still looking for that information.

I think the only pieces with spell pen on are the cloak or the neck, get either of those 2 pieces but don't gem for spell pen.

Here is a

made by Watlok at arenajunkies. It is a really nice program. As far as i understood mastery and crit ratings aren't separate things for frost mages but they work together. So this program will tell you which one is better for you.
For spell penetration i think people forgot resistance aura + mage armor. If I'm not mistaken that makes 240 resist, so you need that much spell penetration.

Generally, this is unfavored as you have to either:
A) Get both neck and back pieces with spell pen, or
B) Gem for spell pen
Getting both neck and back pieces with spell pen means you lose a good chunk of some other secondary stat, and gemming spell pen is just plan bad. Int > spell pen.
Also, there's something like 3 specs that ever have more than 200 resistance (I think arc/frost mage and enhance shaman). So, a minor benefit to dealing with those isn't worth the loss you get from the gemming/gearing for the higher spell pen cap.

I believe paladins also have a resist aura to go alongside enhance shamans and mages.

Auras only give 170 resistance and does not stack with Mark of the Wild, shaman totems, or Aspect of the Wild. 200 spell pen will cover that resistance.

You only need 240 spell pen when fighting against other mages who have their Mage Armor up.
This
should answer other questions.
Spell Penetration.
Secondary and very close up on the list is Spell Penetration, you will need about 195 Spell Penetration since this is what the resistance auras, totems etc. give out max.
Against other Mages, they will be running with Mage Armor wich increases their resistances by 45 so with buffs and Mage Armor they can reach up to 240 resistance to your spells.
Ruthless offsets give you 240 so this will suffice, you don't need to gem for it even if you only have a Vicious piece that gives spellpene, it's enough. I'm running with Spell penetration neck since I can get a masterycloak but I cannot get a masteryneck.
