Last thing I heard, Arms was the most beginner-friendly spec. Once you start getting better gear and weapons, Fury will be the strongest spec.
I just got back after a 6 month break though, so I would appreciate it if anyone could confirm this.

I cannot confirm or deny which DPS spec is dealing the highest damage (that would be ElitistJerks' department), but I can tell you from personal experience that it pretty much goes like this;
Arms' priority system is challenging but very rewarding when you do it right. The spec is less gear-dependant than Fury seems to be, but once you get up into raids, the usual choice is switching over to Fury for it's potent bursts, somewhat simplistic playstyle, and the fact that you use two weapons to clobber some chumps.
Personally, I'm really excited about Arms! Trying it out back in Wrath, I found it very enjoyable while also keeping me on my toes (kinda like my enhancement shammy did). Then I went Fury and friggin' wrecked faces in ICC, dishing out quite a bit of damage, but nothing that would make a hardcore raider drop his jaw.
If all you're really interested in is soloing old content, your tank ought to handle that with ease. For PvP, either in Arena or Bgs, Arms is the way to go due to the fact that people gimp the hell out of you by stealing/removing all of your enrages. That doesn't mean they wont try to kite the hell outta you, though.
