Here's a comparison of 2.2 and 2.3. I posted some other stuff as a reply to another post but decided to make a new one for the actual calculations. The other post is:

I’ve been reading a lot that this is how it worked on the first PTR, but on the current PTR the 50% LO modifier seems to be applied after all spell damage is factored in. In this case, it looks like about a 5% nerf to total damage output. The scenario calculated below is what we want to go live, which is the 50% reduction applied before bonus spell damage.

Difference between 2.2 and 2.3
217505.1/219073 = 99.3% Thus at 1000 spell damage, not including chaotic skyfire or LO self procs, in 2.3 elemental shaman will do 99.3% of the damage they did in 2.2.
Take this analysis for what it’s worth. It should be a decent indication of what to expect, but it’s not perfect. In the end, we’ll only know once 2.3 goes live and which version of the PTR they implement.
