Also - don't be fooled into thinking you have to stop getting expertise at 23 rating - even past that it reduces parry, making it still slightly better then hit point per point.
I think you mean 23 expertise "skill" rather than rating. 23 expertise is -5.75% dodge and parry, but you actually need 26 expertise to remove dodge - that's minus 6.5% dodge and parry. As you pointed out, much more is required to remove parry, so expertise remains a nice stat even after you reach 26 expertise (skill, not rating).
And I would not say it is "slightly" better than hit rating at that point, I would say it is still much better; you get the same threat increase, but you also get a very substantial amount of avoidance - and that's avoidance that only goes where you want it (at potential damage spikes) and not where you don't want it (at your ragestarved avoidance streak)
Expertise is such a sexy stat.

A player in my guild who shall remain nameless stated that as of patch 2.3 that defense rating (holy 490) and resilience had nothing to do with making you uncrittable etc.. that they only reduced the damage that crits do.. they cannot take crits off the combat table. Is this information valid?
No.
My second question, is if you are using a hodge-podge of resilience and defense rating to reach uncrittable out of necessity, do you simply add the crit reduction shown in the defense rating tooltip and the resilience tooltip together to show your final crit chance reduction?
Yes.
I could elaborate, but the two words above pretty much say it all.
