How does pandemic work?

Hello, I've been looking into how to make the most of affliction and came across an addon to help with tracking dots called affdots and its left me a bit confused on how pandemic works and am looking for some advise as on the addons website it states
"Dot background colors (customizable in options):
* Green: refreshing your DoT will get the full benefit of pandemic."
and in game affliction shows as green up until about 4 seconds is left and then the colour goes away, indicating that i should be using that spell when more than 4 seconds is left but on wowhead it states that
"Pandemic is a passive that all casters now have that allows for 33% of the duration of DoT effects to be added onto new DoTs when they are refreshed. Be aware that refreshing Agony <5.4 seconds remaining is optimal, refreshing Corruption <4.2 seconds remaining is optimal and refreshing Siphon Life <4.5 seconds remaining is optimal.

which i think indicates i actually want to be using the spell WHEN 4 seconds or less is left and NOT before this happens.
Which is the correct way of handling dots?

I am surprised that no one has responded to you by now. Just in case you still do not know, pandemic will take what is left of your current DoT time and add it to the duration of your new cast. The maximum that can be added to the new DoT you listed already.
This makes it easier to maintain stacks of your DoTs without losing time. It is not optimal to refresh early because you can use the time to cast other spells.
