The easiest way to answer this question is to research lwing recipes and see what is most useful for your class.

This may sound a little dumb, but bear with me.
Why is dragonscale better than elemental for a hunter? Elemental gives agi and stam, where dragonscale gives int and stam. Isn't agi more important than int? Or does it become more important at higher levels (I'm only 47)?
Or is just because it's mail?

To be blunt you really should be wearing mail. :) But to put it in perspective high agility gear only comes into its own with a survival tree spec due to the high tier talent that increases overall agility by up to 15%. Since agility gives a 1 to 1 ratio with AP a lot of people simple look for mail gear that gives int for their abilities with some form of AP bonus. Of course there are still the other benefits of agility (+dodge, +crit etc) to consider.
