A Troubling Situation

I'm in my guild's Kara raid group at the moment. I'm on healing the dps, of course. However tonight we brought another resto shaman along for off-healing, along with a paladin as main healer. However, as I was twiddling my thumbs in an area with little dps damage, I noticed that the other shaman was just spamming chain heal constantly, even when there was no damage being taken.
So, the question is: Is there a good reason to talk to said shaman about the practice of just spamming the heals, or is it something that should be left alone?
As a note to this, During the course of the first part of Kara, Attumen-Opera, I was top on the healing done with the other shaman 3% behind and the paladin 6% behind. However, when I turned to the over-healing on the meter both I and the paladin had a minimal (8-10% over-heal ) while the other shaman was ranking in about 20%.

Spamming rank 1 chain heal is extremely effecient to top up minor dmg and proc the armor buff for the tank/OT.
Also healing threat is only generated based on the actual amount healed, so keeping people topped up is a nice way to stay at the bottom of the threat meters...
