That's for PvE (as is most of the EJ theorycrafting, incidentally). It'll still perform fine in PvP, if you don't have two sets of gear for whatever reason, but generally Surefooted + Swift Skyfire is a better combo for a strictly PvP set.

People who use the Relentless Earthstorm Diamond in PvP are essentially following this logic:
Using pure PVP gear with Dory's Embrace and Angelista's Revenge, you can either enchant for AP and get ~2100 AP, or agility for ~39% crit unbuffed! With six 10 agility gems (use druid's bracer for red socket and you can ignore the stamina bonus on necklace as well and use a red gem there), two stamina/crit green gems, you will be able to maintain the socket requirement for the 12 agility, 3% crit damage meta gem as well.

I'm sorry, but any site that advocates using crit gems loses a lot of credibility in my book. That said, I don't think RED performs poorly in PvP, but the combined offense and utility of Swift Skyfire will probably serve most players in most arena teams better than the strictly offensive nature of RED.

Anyways, yes, for most Rogues, SSD is the way to go.
But
when the single most influential Rogue tries something new, theorycrafting everywhere has a new topic to debate. Since KevinJohn3D mentioned it was being talked about on EJ, that was all I was pointing out.
Burst is back and even as shadowstep you can do nasty damage off a single stunlock and with 108 DPS weapons, crit will be more valuable than ever before. With full agility gems you can still maintain just over 2000 AP on top of 39% crit. A single mongoose proc will give you over 30% crit unbuffed against resilience capped targets. If you have the T6 trinket, with double mongoose proc you will hit 50% crit easily. It is devastating even with damage reduction from resilience and talents.
He does make an interesting point.

When you decide to use RED, keep in mind that you're also losing additional stats elsewhere, due to the two blue gem requirement on it. For many rogues, it'll be something along the lines of 8 agility, 16 AP, or something of the sort. That's a pretty significant loss to absorb for 3% extra crit damage, mitigated by resilience.
Also, Ming might be the most influential rogue among the general public, but I think you'll find that influential != most knowledgeable. Case in point: his original AEP system sucked in all kinds of ways. Again, don't get me wrong; if you decide to gem 100% offensively and can make it work, more power to you. But I just don't see the benefit in slightly gimping mobility and losing offensive stats on other gems just for the RED.
