What is it and how do you make it?

I'll add a short answer: a macro is a sequence of commands you can perform as a single action in the game. Just like you can drag one of your class skills onto the action bar so you can activate it with one button press of click you can write a macro to use several skills in a row or to use different skills based on different conditions even though you only need to press one button.
To prevent this from allowing you to automate too much of the game there are some pretty significant restrictions on what macros can do or how you can use them to make automatic decisions.
As an example you can create a macro to cast several different spells in a row (one spell each time you push the button), to use different abilities if you shift-click or alt-click the button, or to cast a spell on a specific target without changing your current target.
