Better tank is a druid, paws down. While a shaman may be able to tank low level instances (I'd say up to ZF, or so), druids are more designed for it with Bear Form.
They both heal about the same, all things equal, just in different styles.
Druid
Feral. Tank, can also DPS. With the right gear, can probably heal most instances up to 70, but Heroics or raids will be extremely tough if not impossible. (My 70 Druid's spec.)
Resto. Can heal well, but DPS, even in cat form, is lacking. This is the slowest way to level a druid.
Balance. The spellcaster who can also heal somewhat decently in a pinch. Works well if you're leveling with a pal, as you can keep HoTs up while still throwing down the pain. Lack of Spellpower gear pre-BC is what makes this spec hurt somewhat.
Shaman
Enhancement. Melee DPS, that can tank only effectively low level instances. (Yes, I know of others that have tanked BC instances.) Like the Feral, can heal most instances with the right gear. Massive DPS output is still the name of the game.
Resto. Healer, and once you get Chain Heal, almost dead easy. Like the Resto Druid, a very slow leveler solo.
Elemental. Consider this like the Balance Druid above, only with direct heals instead of HoTs. (My 70 Shaman's spec.)
They're both great classes, with advantages and disadvantages. Resto and Balance Druids tend to do okay in PvP (I hear), while resto and Enhancement Shaman do decently. Note that Shaman casting Chain anything are like a beacon of Kill Me Now in a BG.
Either way, both classes start somewhat slowly, but pick up at about 20. If your friend is going Rogue, I'd flat recommend a Druid, just based on the stealth. On my Feral, I tool about with a Rogue or two, and we have a ton of fun sneaking around, causing all kinds of havoc.

Go shammy ;) I once had a 1 on 1 fight with a druid (I was shammy), it lasted 27 minutes and we called it a truce.

If a shaman knows how to play his class properly, we can outlast any druid. OOM is just a minor annoyance to us ;D

Well shammy heals do have a cast time so their heals are a little slower, a druid's lifebloom however is way more pro I reackon
But all of the druid heals can be purged by a shaman ;) Lifebloom can get quite annoying though, but it takes 6 seconds to proc if we leave it and we could have healed ourselves for atleast 5k by then :p

Dinnerbone is right. To a good shaman, especially enhancement or elemental, mana is just not a problem! In enhancement we have ancestral knowledge for one thing, we have shamanistic focus for shocks, we have mental quickness, we have shamanistic rage, which saves lives imo. in elemental, we have convection, elemental focus, unrelenting storm, elemental mastery, and lightning overload. There's still some great stuff in resto though, like tidal focus, totemic focus, restorative totems helps mana spring totem, mana tide totem, and as for spells, we have mana spring totem, and in WotLK, we get water shield.
Shaman powns, because after all, there's NO BOOM IN OOM!

I'd heartily recommend a Tauren, if you're going solely on racials. (Really, pick the look you like best. Racials can change. Dwarf Priest Fear Ward, anyone?) They have 5% extra health and Warstomp. Both are very handy.
Orcs are decent, as they have a bonus to axes. Trolls have Berserking which is a nice DPS boost. I'd still weight the Tauren higher due to the HP (we're aggro magnets) and the short CC. They're good for both PvE and PvP.
Be aware that while leveling a shaman, things pick up a touch at 20 when you can use two hand weapons, the massive DPS still isn't there until Windfury
and
Dual Wield at 40. It's still a killer class to play.
A note on totes: for the most part, you won't really need them while soloing. Maybe drop a Searing Totem for a little extra damage output here and there. Though I do highly advocate playing around with them while soloing and grouping to get a solid feel for how each works.
