You need the riding skill to fly anywhere.
Then, at level 77, you can do a small quest in Northrend, where you are rewarded Cold-Weather Flying, which allows you to use flying mounts in Northrend.
And I don't think they'll lower the cost.

Yea, if I remember correctly a Blizzard employee stated that dailies at 80 would yield 4x the amount of gold as dailies at 70 (so people don't feel the need to stockpile gold for the expansion). As a result the effective value of epic riding skill at level 80 will be only 1250 gold when compared to it's current value. It'll still say "5000" gold of course, but you'll earn that in the time it currently takes to earn 1250 gold.
