Generally stamina but only so long as you maintain a balance with the other stats. If one of the other stats is too low, ie you are crittable, then it becomes far more important to fix that first.

Your results may vary but my warrior entered Kara with over 12k health using only normal mode instance drops. I'd expect a feral tank to have higher than a warrior so 12k seems pretty reasonable to me.

No, you shouldn't socket Stam gems only. Better gear won't come without other stats.

All things considered, however, it's important to remember than a balance is important.
A druid with 75% dodge and 13k HP is too difficult to heal.
A druid with 30k HP and 10% dodge is also difficult to heal.
From experience, socketing with secondary-colored gems (purple and orange, mostly, green if you're not supplementing with resilience) will help keep your stats even, but make a habit of finding your weak areas and improving them.

Actually, it would be easy to heal the druid with 30k hp in kara. Depending on his armor ofc -.-
Not with only 10% dodge imho, but like you said: it depends on his/her armor entirely

stacking stam is still the best way to go, imo
self buffed i have 19.7k hp, 29k armor, 33% dodge
raid buffed i have 27k hp, 29k armor, 38% dodge, 43% with grace of air
i have 4 possible procs for dodge:
-moroes lucky pocket watch (+300 dodge every 2m)
-commendation of kael'thas (+152 dodge when i'm hit below 35%, 30s cooldown)
-sso neck (chance on melee for +100 dodge, i'm aldor)
-idol of terror (+65 agi for 10 seconds, from experience, procs on an average of every 3 bear mangles) 65 agi translates into about 5% dodge
when all 4 proc at the same time, i'm over the 75% dodge cap. so it really is a waste to have all 4 proc at the same time (luckily, they never do, because i would have to use the pocket watch to hit cap when the other 3 are procced)
instead, they seem to proc one by one, sometimes i'll have 2 up at the same time (i.e. sso neck and idol of terror proccing at the same time)
i would say i average about 40% dodge in instances and 45% dodge in raids.
now considering all my gear is obtainable without stepping foot in a raid higher than kara (except t4 shoulders and my staff), that's pretty damn amazing
27k hp, 29k armor (35k with inspiration), 40-45% dodge avg
am i not easy to heal?

fix: you can* dodge crushings, but you cannot depend on your dodge % to help you survive through crushings. so yes, armor and stamina (and quick reacting healers) are the only things that help you survive the raid-wiping triple crushing blow
my opinion of important stats are:
armor (until you hit armor cap) > stam > agi (which gives dodge, crit, and +2 armor) > expertise/hit > dodge > AP/str > crit (worst stat for tanking imo, agi is better).
the cap vs lv73 mobs is 35880 armor
29000 armor x 1.25 (inspiration/ancestral fortitude) = 36250
so if you have enough shamans and priests to keep ancestral fort/inspiration up at you on all times (or at least most of the time, which should be the case in raids), then 29k armor is good enough. extra armor can be budgeted off to other stats like stam or agi.
a druid in full t6/sunwell gear should be around 32k armor
as a note, you shouldnt really worry about armor, it just comes with better gear. generally, if you're in t4, you can tank tk/ssc, if you're in t5, you can tank hyjal/bt, if you're in t6, you can tank sunwell.
so i would say, still, focus on stamina.
