Hornestly, download it and try. Every person got a different style of gaming, and you can't judge a UI based on other peoples thougts.
Yes you can. Problem is, most people aren't experts in the field so their thoughts are more preference and not necessarily constructive evaluation.
In this specific case, it's pretty easy.
This UI is terribly inefficient. The creator ignored all concept of space efficiency. With huge blocks of stone and unnecessary info taking up a third of your screen, you waste much more precious gameplay space than you should, to display a relatively small amount of info. (He even manages to do that in an extremely tacky fashion; the art is just ugly.) Aside from the wasted space, the colors are too saturated, leaving the eye with the feeling of alarm, distracting you from the game world which is dangerous to do in a UI. And he manages to turn a HUD, which is normally an element designed for combat efficiency, into (aside from an ugly mess) an alarming element itself; with stuff thrown left and right around the HUD with no real order or efficiency, and the entire block element taking up more than a HUD should, and introducing more colors and shapes than should be in a given area, he makes center screen even more alarming, while keeping its efficiency in the ground (just look at how spread out crucial data is; totally counterintuitive to the nature of a HUD).
UI noobs would easily think it's good. The argument "everything has its place" comes to mind. It's an argument every UI noob will use to justify why their UI is good. I hate to sound arrogant here, but it's simply wrong. This UI is terrible, just like most new UIs are. Even if you haven't acquired the taste to tell (indeed, when I was new to UI creation I would've loved this mess).

I just think that UI takes up too much space, I like to watch the landscape and such, but its well made, just not very space efficient.

I noticed that (no support for raids over 10) but figured I would just use party (my main raider is a DK, so no real need to see all the other people. I figure Grid could be employed just in case.

Seriously? That much space hogging and he couldn't make room for a full raid frame? Not even Grid?
I'm officially labeling this as the worst UI ever.
