Your gear is more than adequate to run Karazhan and heroics.
As Korin points out, you will need to respec. SL/SL is not a viable choice for raiding, as your job is bringing the hurt. 0/40/21 is also a poor build, as it underperforms quite literally every legitimate raiding build at every gear level.
If you take a glance up at the talent sticky, you'll find a fair list of raiding builds. 43/0/18 (UA/Destructive Reach), and 7/43/11 (Felguard), along with their variants, would be the best choices for you right now.
About the only thing Korin leaves out of his suggestions is the excellent crafted gear that is available to you.
Spellstrike
and the
Belt of Blasting
are the best-in-slot items for a beginning warlock raider.

Your spell damage is perfectly fine for Kara, and starting out you should be affliction so crit isn't THAT important, but it is low. I would suggest 15% crit. I'm currently like 18% crit and do fine.. I'm 4/9 in BT and 4/5 in MH.
My advise-
<> Get belt of blasting made and spell strike pants and hood. This IS expensive (we're talking 4k+g for all). If you can only afford 1 get the belt 1st as you will use it until t6 belt.
<> Run normal TK instances/any level 70 instance and use the nice wowhead item filter to look for Q reward items that provide spell hit.
<> When you're ready for heroics if you feel your gear still isn't up for Kara, farm badges of justice and get the badge gear from IQD.

Zero spell hit is fine for heroics. You aren't attacking anything above level 72. Expecting a hit cap for heroics or Karazhan is being far too cautious.
I would suggest 15% crit.
In a Kara-level affliction build? The only crit he should even have on his gear is the passive bonuses. If he's at 15%, he's wasting gem slots or enchants on crit that would be far better used on hit and damage.

Possibly, but he'll still be SB'ing in between refreshing dots. And he won't be wasting enchants or gems, there's plenty of gear that gives crit. He can very easily get damn near hit capped (if not hit capped) and also get an extra 5% crit. Hell, if he can get spellstrike pants and hood made along with belt of blasting he'll have nearly the extra 5% crit...
But yeah you are right about the HC spell hit, didn't really think about that.
Theres no reason he can't get (near) hit capped and an extra 5% crit. I've seen plenty of locks starting Kara that are AT LEAST that.
Anyways, side note to willis- Don't listen to all the "PMGZ YOU NEED 1K+ SPELL DAMAGE, 20+% CRIT AND GOOGOL HIT RATING". Your gear is nearly good enough for Kara, just tryn get some more HR and crit and you should do fine. Good luck.
And theres also no reason you can't try Kara out in your current gear. Who knows you might top the damage meters :P.

I don't think we're disagreeing on goals, just on what he should have available when that first sprectral horse is pulled.

175 spell hit, close to 800 spell damage, PvE spec...

The two are entirely separate stats.
Spell hit reduces the default chance to miss against a mob or player. With no spell hit, you will miss a raid boss 17% of the time, and and equivalent level player 4% of the time. 1% of this cannot be removed.
Spell penetration overcomes specific resistances, such as a paladin's shadow resist aura or a druid's mark of the wild. Bosses in the Burning Crusade do not have resistances of this sort, and therefore the stat is useless in PvE.
