I find root a waste of mana during farming, usually mobs coming in contact with me don't have that long to live anyway, so I prefer taking some hits to my health rather than spending the mana for roots. (without celestial focus)
But that's closely related to gear level, so to anyone his own preference.
As for the talent tree, what's your target activity ? Farming, PvP, 5man instances or raids all have different "requirements", and since the moonkin "basis" is already quite point heavy as is, it will be impossible to have a build tailored for everything. However, a raid template will work well for instances, even if not completely optimised.
The basis for a PvE raid template is :

Then you can add :
- Subtlety for agro problems during raiding or 5man instances where you're unsure about the tank
- Celestial Focus for PvP help and solo farming
- Improved Fairy Fire for 25man raids (to help tanks and depending on where your melee dps are with the hit cap and your ability to be present for 90%+ of the raids or not)
- Force of Nature for fun, 0 threat aleatory damage bonus in PvE or binus in PvP
If PvE but not raiding, you might want to remove points from Intensity to put them wherever...
I am raiding and starting the T5 content, so I currently have the 5 points in Subtlety and FoN. The only other alternative I'd consider would be to get IFF at the cost of FoN and 2 points in subtlety.
