Well, while icy veins is up, a three debuff AB cast time is (1.5 / (1 + (20 /100)) = 1.25 seconds. So, with icy veins up, you would still need an additional * 1570 = 393 spell haste to do what you want to do.
Also, keep in mind that having "very high DPS" is worthless if you are not able to sustain it. At a 1.0 second AB cast time, in 15 seconds of IV and AB, you would burn through 10.5k mana.
Spellhaste is completely useless because of that for ARCANE, with its already horrible mana efficiency.
But for FROSTBOLT builds its great.

Check the arcane thread, it's probably going to cover most of what you need to know including gemming, but I strongly suggest pressing for two things from your raid leader a shadow priest, and a resto shammy; two shadow priests if somehow you can get by on it, also make sure you're using mage armor. Also yell at some druids for an innervate :)
The best thing you can hope to do is run with AB as about 80-90% of your raw dps, between pot/gem chugging. If you find that you don't have the sustainability, go int/spi, if you do then go the other option. There's no real rotation for arcane, just whatever it takes to cast as much AB to do as much dps as possible, while min/maxing your mana pool.
There's also nothing wrong with haste. It does however strongly depend on your gear, and the fight you're working on. A 10min fight is probably a very bad choice, a fight where you're killing a boss in 1:45 however, may be an excellent choice.
Gemming spell/crit or int/spi are both considered valid. You should read over this thread however:
